Development of Education

The National Institute for Education is currently working on revision of national curricula. The task is to clearly and obligatorily determine the scope and content of education, as the common basis for the individual development of each pupil. The intended changes  should help better achieve required learning outcomes, have enough time to acquire and consolidate the necessary knowledge and skills as well as to develop creativity.

National curricula, so called Framework Educational Programmes (FEP), define mandatory content, required learning outcomes  and conditions for preschool, basic and secondary education and are the basis for the development of the school curricula (School Educational Programmes). The FEP for basic education were introduced in the Czech Republic in 2005 and therefore it is necessary to reflect in them all the changes within society and also new approach to the education of children and pupils. The FEP must also respond to selected problems and to reflect new findings   in pedagogical and other disciplines.

The current task of the NUV´s team is to clearly and obligatorily determine the scope and content of education, as the common basis for the individual development of each pupil. This requires to review the content of existing   national document,  i.e. the FEP, especially its structure, including the expected learning outcomes/outcomes of education.

The intended changes  should help children and pupils better achieve required learning outcomes, have enough time to acquire and consolidate the necessary knowledge and skills as well as to develop creativity. It is important  to provide them with skills and attitudes needed for lifelong learning,  learn them to solve problems, adapt to changes and cope with their impacts.


Framework Educational Programmes were incorporated into the education system of the Czech Republic by law No. 561/2004 Coll. on Preschool, Basic, Secondary, Tertiary Professional and Other Education (the School Act). This law has been amended in 2015 by the Decree No. 82/2015.

The Framework Educational Programmes are issued by the Ministry of Education, Youth and Sports after due deliberation with relevant ministries. Every school creates its own curriculum – so called School Educational Programme – in accordance with the Framework Educational Programmes and the rules which they set up. A School Educational Programme which is based on a Framework Educational Programme must work in accordance with the given Framework Educational Programme. Within the context of the school curriculum, the learning content may be offered in coherent blocks of learning, such as subjects or modules.

A School Educational Programme for which has not been issued a national curricula yet must determine objectives, length, forms, content and time schedule of its educational programme, the conditions of the applicants' acceptance, the process of final evaluation of education, the conditions for the education of students with special educational needs, as well as the processes for the certification.
